Pennsylvania cannabis policy: find the decision point

Pennsylvania has a regulated medical marijuana program. Adult-use legalization has not become law. This pilot starts with selected current-session adult-use proposals, the officials who can act, and a short list of questions residents can raise.

Proposals to follow

HB 20: bipartisan private-market proposal

Introduced by Rep. Emily Kinkead with Rep. Abby Major and other co-sponsors, HB 20 proposes adult-use regulation through a Keystone Cannabis Authority and includes social-equity and community-opportunity provisions. Its official history shows referral to House Health on July 14, 2025, with no votes or committee meetings listed.

SB 120: Senate Cannabis Control Board proposal

Sen. Daniel Laughlin is the prime sponsor, with Sen. Sharif Street and other co-sponsors. SB 120 proposes a Cannabis Control Board, adult-use regulation and cannabis clean-slate provisions. It was referred to Senate Law & Justice on July 10, 2025. A resolution to discharge the committee from further consideration was presented June 29, 2026 and dropped from the calendar October 19, 2026. That action concerns the discharge resolution; the official bill page lists no votes on the bill.

HB 1200: Pennsylvania Cannabis Stores model

Sponsored by Rep. Rick Krajewski, HB 1200 includes expungement, equity and revenue provisions. The House passed it 102–101 on May 7, 2025. The Senate referred it to Law & Justice; a motion to report the bill was defeated 3–7 on May 13, 2025.

These bills propose different regulatory structures and have different histories. The official bill pages are the source of truth for later actions; one committee vote does not establish the fate of the other proposal.

Who can move the issue

Your state representative and senator

Ask what they support, which bill or amendment they would advance, and what changes they need to see. Contact details and district assignments are available through the official General Assembly portal.

House and Senate committees

Committee referrals and meetings determine whether proposals receive hearings and votes. HB 20 is referred to House Health; HB 1200 and SB 120 are referred to Senate Law & Justice. Follow each bill history and official committee calendar for changes.

Bill sponsors

Rep. Emily Kinkead and Rep. Abby Major circulated the bipartisan HB 20 co-sponsorship memo; Rep. Rick Krajewski is the prime sponsor of HB 1200. Sen. Daniel Laughlin is the prime sponsor of current-session SB 120, with Sen. Sharif Street among its co-sponsors. Their earlier SB 846 belongs to the 2023–2024 session and is historical context.

Medical program administrator

The Pennsylvania Department of Health administers the existing medical marijuana program. It is not an adult-use regulator under current law.

Useful questions to raise

When comparing proposals from Ohio or other states, treat their results as evidence to examine—not as a guarantee Pennsylvania would get the same outcome. Ask which conditions differ, who benefits, and what safeguards are included.

Take one practical step

  1. Use the official portal to identify your state representative and senator.
  2. Open the HB 20, HB 1200 and SB 120 records and check each status before referring to a proposal.
  3. Send a short message asking your officials what specific action they support on adult-use legislation and what would address their concerns.
  4. Follow committee meetings and bill calendars for the next opportunity to provide input.

Message starter: “I live in [town or district]. I’m asking you to explain what specific adult-use cannabis legislation or amendments you would support, including the market structure, patient protections, record clearing, equity, and local revenue safeguards. What action will you take, and how can I follow it?”
